ankle bump (cyst?)

I have a painful bump underneath my anklebone on the inside of my foot.
It has come and gone since I was 13 (I am now 23), and is sometimes so painful I can harly walk.
My HMO doctor didn’t know what it was after he tried to extract fluid with a needle and did an MRI on it.
Any ideas?
