ankle instability

My brother injured his ankle several months ago when he fell on it at work. X-rays were negative but his pain and swelling didn’t go away with time & rest. An MRI was done and the 1st radiologist saw a bone contusion. A 2nd radiologist said it was negative. Now his doctor is suggesting an exploratory scope. He still feels it ‘giving away’ at times and it’s very painful. Is this surgery routine? Should he be requesting any other testing first?
