epf surgery

I have been treated for 7 months now for plantar fascisits. I had the epf done in March, a cyst removed in June and a tumor removed in July. Still I can not bear weight on this foot. I am seeing a new doctor now and he is telling me that I may need the epf again, because something wasn’t cut in the first surgery! What is that. The first surgery has made the foot worse I have been in casts ever since, and now it is $24,000.00 later and no better. What would the second surgery do that the first did not?
