It’s not a corn, but what is it?

Hi,
I have had these dark circles on the joints of my toenails right above my nailbed since I can remember and I don’t know how to get rid of them. It’s not a corn because they are soft, but they are darker than the skin color.
I have tried corn removers but that just makes the area red, then it gets shiny and then turns dark again.
I have never worn sandals in public and I have been doing my own pedicures because it is so embrassing for me.
PLEASE HELP ME! What should I do?

    When skin is chronically irritated there can be pigmentary color changes. This may be what you have. You might want to consider seeing a podiatrist or dermatologist for further information.
