Misdiagnosis of Frozen Shoulder??

I was involved in a traffic accident in May 2012.
Immediately, I had whiplash pain in my right shoulder and received physiotherapy. During that time my left shoulder (in the joint and toward my neck) became tender. I mentioned to the therapist and moist heat was applied. Over time this shoulder remained tender but a severe pain developed in my arm (approx 2 inches down from the shoulder) and remains painful still today.
I have been treated for frozen shoulder (slight loss of mobility but mainly due to the pain from my arm, not in the shoulder).
Shoulder manipulation was performed and the shoulder easily moved.
I am also a diabetic.Does the location of this pain sound like it is a frozen shoulder or can this be soft tissue damage from the accident?
