Mother has swollen red feet

My mother is 56 and has had a condition in her feet and doctors cannot seem to be able to find the problem?
She has been checked for circulation problems and the tests came back OK.
Her feet get swollen and red, her toenails turn almost white, but she is in constant pain.
Her blood pressure can get extremely low.
She has blue cross insurance and I am hoping for a refural of a specialist in our area.
She lives about 3 hours north-west of Detroit Michigan?
Any clue where to start??

    Without seeing her and examining her closely, I am guessing.My thoughts include some type of auto immune disorder along the lines of RA, Scleroderma, CRST syndrome etc. I would try to get her to a rheumatologist. They are internal medicine specialists who specialize in arthritic disorders.
