non functioning fhl post aiken bunionectomy

I had an aiken bunionectomy a year ago. I can no longer flex my great toe. In discussion with the doctor, he said it may have been cut during the operation or may have been off post operation. I have good passive movement of ip joint. Since I am unable to use the great toe as a push off, the other toes are taking more of the weight bearing, causing soreness. How often does this happen? What are my options? In a second opinion, the doctor wanted to reattach the fhl, but after seeking a third opinion, the doctor retracted that option. Please help.
