pain from arch to outer foot to ankle

I have pain in my foot that travels from the arch, across the bottom of the foot to the outer side, and up into the ankle at times. The pain began about a year ago, after starting a job where I was on my feet all day, but then disappeared until now. It began again after I began a running program (but didn’t start until I had been running for about 2 months). I recently rested it for a week and a half, and it felt better, but this week I ran at the gym one day, and walked another day, and this aggravated it. I have slightly flat feet, and wearing an arch supporting insole helps, as does wearing shoes (it hurts more when I am barefoot.) Do I need to see a doctor, or just rest it completely? Does it sound like a tendonitis or fracture issue?
