shin bone injury

My daughter had fallen injured her shin bone at the time she had a bad bruise and some initial pain. You could feel a divet but the pain had dissapeared and we didn’t do anything. Now you can feel something move. It has been a couple years and now she is having pain that feels like its ripping something. My question is if it was chipped could the chip be moving and tearing things? She is active and is a runner and a skaterand ball player. Thank you.
