torn acl in right leg and athritis in left leg knee

I don”t want to do the surgery thing.
I was told by a doctor that I will be out of work for about a year and a half due to rehab and the healing process.
I got bills to pay and don”t want to add a medical bill to that list of bills.
What kind of excersices can I do to get both of my legs strong. I know my legs are never going to be 100% again due to the fact that the torn acl injurie happened in 99, but I would like to get them 50% stronger then they are now.
