Twice injured shoulder, now arm always swollen

I suffered a rotator cuff injury in 1998, and did not seek medical help for 6 weeks because I thought the tetanus shot I got in that same arm was the cause of my pain and inability to use it. (I had had severe tetanus reactions before.) After several months of physical therapy I was good as new.
Several years later (and two years ago) I dislocated that same shoulder in a fall, and was treated at the local emergency room.
I can use that arm fine everything seemed normal once I recovered, except for the fact that now my left arm always seems kind of swollen, as if there’s some extra fluid under the skin. I would like to strengthen that arm and shoulder, but don’t remember many of the exercises I did at home with the fat “rubber bands” for the rotator cuff injury.
What would be some good exercises for me to do? Thanks for your time!

    Its difficult to say with certainty what is causing your swelling without a thorough evaluation by a PT. Multiple things may cause this one of which may be that you have some residual intability at the shoulder. this may be addressed with both open chain exercises (your bands) and some closed chain exercises which you can acquire from your local physical therapist. Muscle length and strenth inbalances should be addressed as well as sequencing of your muscles during functional elevation. Sorry to be vague but if you really want to fix it, consult your MD!! then consult a good PT!!
