Unknown bump

i have a bump of smooth skin about the size of a dime on my second toe of my left foot.
I have tried home corn removle and it shrank but then came back.
it has been there over a year and I have changed to different types of shoes and sandles and still it is there.
It causes no discomfort at all but is just a cosmetic blemish.
I am wondering if a corn always has to hurt or can it just be there like this unknown growth?
