broken 2nd & 3rd metatarsels

My son broke his 2nd & 3rd metatarsels just below the joint where they join the phlanges.
The doctor put a cast on his foot and foreleg(about shin level).
The thing that has me puzzled is that the toes are hanging out of the cast all of the way and there doesn’t appear be support along the base of the metatarsels where there should be support.
Are there any other options for these breaks?
The breaks, by the way, are straight across each bone and aligned.
I just don’t think that the cast is serving any purpose for the break the way that the toes extend so far out the front.

Is he is non weight bearing on crutches?

Yes, he has non-weight bearing crutches. However, he is 14 and every time I have my back turned he is attempting to figure out a way to walk without them. Because he’s not using the crutches like he should, I am afraid that the breaks in the bones aren’t going to heal properly without better support underneath them.
