Broken Coller Bone

I was in a car accident 15 months ago.
I suffered a sever broken coller bone.
I went back month after month for follow-up visits and the Dr. just told me it would be slow to heal.
Last month the Dr. took a CT scan and now tells me there is no union and it will always be just scar tissue? He said he wouldn’t recomend an operation as it it too close to arteries? I now have permanent restriction Does this seem reasonable?
