overlapping toes

Yes, I’ve experienced my whole life of overlapping toes. Since I’ve gotten older(early 30’s)It’s gotten worse over the years because I didn’t pay it any attention. Now, it’s been causing my feet to hurt. The arch under my feet hurts as well because of the tightness of the muscle. My big toe is under the fourth toe on my left and right foot. I was wondering is surgery needed? I want to have normal toes.
