pain in neck and back

I have pain in my upper spine and neck, I also have a shocking sensation down my left arm into my ring and pinkey finger at night my arm or both arms go numb I also have a lot of headaches I was in a car wreck any idea what is going on?

hi I have 2 buldged disk in my neck for 1 yeari first felt pain in my hands not in my neckmy doctor told me it sound like carperl tunleafter going to a neoroligest it wasn’t carperl tunlebut it was the buldged diski went through phisical theriphy I felt better but not all the pain is back and my palm of my hands andmy arms and neck is killing memy question is would I need surgery and why aremy hands hurting so much
