Post tib tendonitis

I have a thirteen year old daughter and she has post tibular tendonitis.
She also has bone chips rubbing against the tendon from a previous fracture.
We have gotten her arches for her feet, but they don’t seem to help.
We also had her put in a cast for 2 weeks. A few days after she got out of the cast the pain came back. I don’t want her to have surgery, but I don’t know what to do.
PLease help.
