red bumps on my daughters heel

My 3 year old daughter was complaining that the bottom of her foot hurt when she walked on it. When I had a look I noticed several little red bumps on the bottom of her heel. The skin seemed to be raised a little and she began to develop the same little bumps on the other heel as well. I soaked her feet in warm water and massaged them to see if I could make them feel a little better. Today she said she does not have the pain when she walks but the bumps are still there. One of the bumps looks as if it is turning white and they are a lot darker in color. What could be the cause of these bumps?

    The fracture is not closer to the head of the bone than a true Jones Fracture, but rather closer to the other end (name ?). It’s near the middle of my foot, not out toward my toe.
