Separated bicep tendon

I have several issues with my left shoulder.
My orthopedic surgeon has informed me that I have a torn labrum and a cyst full of fluid has formed in the joint.
In addition, I have a separated bicep tendon.
It is not completely torn, but separated lengthwise.
He said the repair for the bicep tendon would involve completely opening up the shoulder to sutchere it together, otherwise it will not heal on its own.
He recommended that I have surgery on the torn labrum but not on the bicep tendon.
I have quite a bit of weakness in my left arm.
Will the sugery allow me to build strength back up in my arm and what are the limitations of not repairing the bicep tendon?
