shin splints

I have had pain from shin splints since the end of January. I had to stop running because the pain and I went to an orthaepdic who told me to do physical therapy. After I took it easy on me legs, most of my pain went away but once I started running(in physical therapy) my pain came back. I wanted to know if there is any surgery for shin splints that won’t go away. thanksemily
