spasticity

I had an incision on my archilles tendon back in 92 to straighten out my foot (i was walking on the side of my foot) Could this surgery possibly cause me to have severe spasticity in my leg and foot?
I also had a brain aneurysm in Oct of 99 which left me unable to walk unless I use a walker.
