Torn Bicep

My brother tore his bicep from the upper attachment in the shoulder about 3 or 4 months ago. He didn’t have insurance so he waited to get treatment. He just saw a surgen who told him it was too late to reattatch the muscle because of the scar tissue build up. The muscle is just hanging off to the side. Is there any solution to this problem?
