bony swelling on the instep

I have a bony swelling that is about an inch below and in front of my ankle on the instep of my right foot. It is tender and worsens during exercise. I have had an x ray and there is no fractures, and it has been there for over a year now gradually getting more painful. Any ideas what it is?
